Sian Elliot – Director of Organisation, Services and Skills at the TUC

Sian is the Director of Organising at the Trades Union Congress (TUC), where she leads strategic initiatives focused on union growth and diversification, public services, skills and regional engagement. Her portfolio encompasses critical sectors including health, education, and transport, as well as oversight of the TUC’s extensive trade union education programme.

Since joining the TUC in 2019, Sian has played a pivotal role in shaping the TUC’s strategic response to key policy challenges. Initially serving as the TUC Woman’s Officer, she subsequently led the public services and skills team, coordinating policy and advocacy efforts related to public spending, pay and pensions, and workforce strategy across the public sector including the NHS, civil service, and education. During this period, she also coordinated economy-wide industrial campaigns on pay and wealth taxes and advanced the TUC’s skills agenda.

Sian brings a wealth of experience in policy development and advocacy, with a proven track record of influencing national discourse on critical issues such as public sector reform, workforce development, and skills policy. Her expertise in skills, education, and labour market dynamics has enabled her to effectively champion policies that promote lifelong learning, career advancement, and equitable access to quality employment.

Prior to the TUC, Sian contributed to the advancement of social justice through her work with the Runnymede Trust and Children England. She began her career in schools in South London, providing her with a foundational understanding of the transformative power of education and the importance of equitable opportunity. Sian remains deeply committed to empowering workers and ensuring they possess the skills and support necessary to thrive in a dynamic labour market.
